Federal, State and Local Regulations define an “illicit discharge” to the storm sewer system as a discharge which is not composed entirely of stormwater or not from a non-polluting source such as ground water, non-contact cooling water, etc.
Potential sources of illicit discharges in urban areas include homes, apartments, car washes, restaurants, gas stations, parking lots and industrial and commercial facilities. These sources can intentionally or unintentionally discharge sanitary wastes, washdown wastes, motor oil, antifreeze and gasoline among other substances to the storm sewer system, which could ultimately impact receiving stream quality. The illicit discharges could be continuous or intermittent.
The detection and elimination of illicit discharges is important to protect and restore urban waterways. Lansdale Borough, as part of its Stormwater Management Program, routinely inspects its stormwater outfalls for potential illicit discharges. The Borough also investigates complaints from the public regarding potential illicit discharges from its storm sewer system.
